Core elements of the design for the new Reichstag by Sir Norman Foster & Partners were the creation of an open and democratic architecture, preservation of the original contour of the building and the original facade, and the construction of a new cupola above the new chamber. In addition, an ecological concept was created for the entire building. One of the key objectives was to enable parliamentary work to take place in an airy atmosphere with plenty of natural light. The rooms on the third floor were to serve as conference rooms. The inner courtyards were reconstructed and reopened.
