Deutsche Bahn AG receives government grants for new rail projects and maintenance work to ensure the availability of the existing rail network. The volume of public sector grants depends on the ratio between the planning and construction costs of ongoing projects.

Dornier examined the correct use of the public funds as well as the project costs for planning and construction. In addition, the investment requirements for the entire project period were reviewed. On the basis of the study, Dornier deduced grounds for project risks and drew up recommendations for new financing structures for Deutsche Bahn.
