VPC supported the upgrading of the gas turbine at StadtwerkeBonn’s plant site in Bonn. In 2007, a first tender for the expansion of the power plant on an EPC contract basis showed that the project costs would amount to about € 126 million. This would have made the project not economically viable. Therefore, the decision was made to implement the project in-house, to divide the scope into 16 lots to be put out to tender individually. This reduced costs by around € 40 million. Doing without a general contractor presented a challenge for all project members, especially since the upgrading took place during ongoing power plant operation. In addition to the compliance requirements stipulated by StadtwerkeBonn, a comprehensive monitoring system was installed to ensure maximum transparency from tendering to contract awarding and invoicing.
